Quick Definitions: Penis Anatomy & the Corpora Cavernosa
Scientifically, as taken from the article just mentioned, “The penis is a pendulous organ suspended from the front and sides of the pubic arch and containing the greater part of the urethra. In the flaccid condition it is cylindrical in shape, but when erect assumes the form of a triangular prism with rounded angles, one side of the prism forming the dorsum. It is composed of three cylindrical masses of cavernous tissue bound together by fibrous tissue and covered with skin. Two of the masses are lateral, and are known as the corpora cavernosa penis; the third is median, and is termed the corpus cavernosum urethræ”

The Penis Erection Process & the Corpora Cavernosa and How They Relate to Jelqing / Jelquing
In terms of the process of penis erection, it’s pretty simple. Blood flows into the spaces within the corpora cavernosa which causes an erection. When the penis is not erect, the arteries that bring blood to the corpora cavernosa are slightly constricted and the veins that take the blood from the area are open. At this state, there is no pressure inside of the penis and it is limp (think literally of a flaccid balloon). When aroused, the arteries into the penis open up to let pressurized blood enter (think of an open valve and pump). At the same time, the veins in the penis constrict, literally trapping the blood in the corpora cavernosa. Just as with water flowing into a balloon, the penis becomes erect due to this flow of pressurized blood into it and due to the simultaneous constriction of the veins not allowing the blood to leave (no holes in the balloon).
The more scientific explanation: “During flaccidity, blood flows freely into the cavernosal spaces, and the deoxygenated blood is constantly removed by the venules. In response to erectogenic stimuli, the smooth muscle lining both the arteries and the sinusoidal spaces relaxes, allowing even more blood to flow into the cavernosal spaces, which causes them to swell and eventually some press against the emissary veins, decreasing outflow and leading to the rise in intracavernosal pressure necessary for erection.” http://www.andrologyjournal.org/cgi/content/full/24/6_suppl/S6
BTW, any issues with this arterial blood flow leads to erectile dysfunction, or ED. Basically, the arteries leading to the penis do not open up as they should and so blood flow is low and an erection is not possible.
